Ontario Expanding Billy Bishop Airport
March 23, 2026
Our government is supporting the long-term modernization and expansion of Billy Bishop Airport, a vital transportation hub for Ontario and Canada.
We are moving to take over the City of Toronto’s place in the tripartite agreement that governs the airport, as well as take ownership of the city-owned lands in the airport in exchange for fair compensation.
Expanding Billy Bishop Airport will help meet growing demand in southern Ontario, reduce pressure on Pearson International Airport and support more routes and cheaper flights.
This expansion will strengthen tourism and business travel, improve connectivity and create good-paying jobs in aviation, tourism and construction.
Billy Bishop Airport is the province’s third-busiest airport and an important hub for regional travel and essential services such as Ornge.
Following consultation with impacted First Nations, our government intends to declare Billy Bishop Airport a Special Economic Zone ahead of construction to help speed up the airport’s expansion while maintaining robust safety and environmental protections.
This is part of our plan to protect Ontario by making the province one of the most competitive places to invest and do business in the G7, while building a more resilient and self-reliant economy.
