Ontario and Bulgaria Sign Large-Scale Nuclear Support Agreement

Ontario has signed a major agreement with Bulgaria to support the planned construction of two new AP1000 light-water reactor units (Units 7 and 8) at the Kozloduy Nuclear Power Plant — reinforcing Ontario’s global leadership in clean, reliable, and affordable nuclear power.
The agreement supports a multi-year, multi-hundred-million-dollar contract, creating hundreds of jobs and leveraging Ontario’s world-class nuclear workforce, strong supply chain, and proven 50-year record of safe, on-time, on-budget project delivery.
This partnership marks a key milestone as Ontario expands its longstanding nuclear expertise into the light water reactor sector for the first time, strengthening the province’s role in global reactor development.
Ontario’s nuclear expertise is already supporting major international projects — including SMR partnerships in Estonia, Poland, and Belgium, and a major refurbishment project underway in Romania — opening new markets for Ontario companies and deepening cooperation with key democratic partners.
At home, Ontario is delivering North America’s largest nuclear expansion — refurbishing the entire fleet, constructing the G7’s first SMR, and advancing new large-scale nuclear development at Bruce and Wesleyville — expected to contribute $160 billion to Canada’s GDP during construction and $630 billion during operations, creating nearly 80,000 construction jobs and 64,000 operations jobs.
